In late 2024, the Australian Government revamped the National Innovation Visa (subclass 858), a prestigious permanent visa aimed at attracting high-performing, globally recognised individuals to help drive innovation, productivity, and economic growth across the country. 

In 2025, state and territory nomination programs are beginning to open, with South Australia already accepting applicants and other jurisdictions following suit. If you’re an expert in a high-priority sector, this visa could provide a permanent pathway to life and work in Australia. 

What is the National Innovation Visa (NIV)? 

The National Innovation Visa (NIV) is a permanent residence visa designed for individuals with internationally recognised records of exceptional and outstanding achievement. The visa is open to candidates from sectors such as: 

  • Academia and research 
  • Critical technologies 
  • Creative arts and sport 
  • Entrepreneurship and innovation 
  • Health industries and renewables 

It’s a unique visa option because it offers fast-tracked processing for top-tier global talent. However, applicants must first submit an Expression of Interest (EOI) to the Department of Home Affairs and receive an invitation to apply. Being nominated by a state or territory government increases your visibility and places you under Priority Two in the processing order.

Nationwide Support from States and Territories 

All Australian states and territories have the ability to nominate candidates for the NIV, and each has a tailored focus depending on local economic and industry priorities. While nomination does not guarantee a visa invitation, it greatly strengthens your EOI. 

For example, to be considered for nomination by the Victorian Government, you must: 

  • Demonstrate exceptional talent through a record of significant international achievements 
  • Be referred by a Victorian Government department or agency with expertise in your field 
  • Engage with that department or agency to show how your skills and knowledge will transfer to Victoria 
  • Be under 55 years old (unless you can present a compelling case) 
  • Show a genuine commitment to live in and contribute to the state 
  • Meet the Department of Home Affairs’ criteria for the National Innovation Visa 

Indicators of Exceptional Achievement 

To qualify, you should provide evidence such as: 

  • Prestigious international awards 
  • Significant research funding or academic influence 
  • Global leadership roles or keynote appearances 
  • Intellectual property or commercialisation of innovations 
  • Proven entrepreneurial success 
  • High-level sporting or creative contributions 

The Nomination Process in Victoria 

  1. Referral: Be identified and referred by a Victorian Government department or agency. 
  2. Nomination Document: The agency will prepare your nomination documentation. 
  3. Submit Your EOI: Lodge your Expression of Interest and include your Victorian nomination. 
  4. Visa Invitation: If successful, the Department of Home Affairs will invite you to apply for the visa. 

NIV Application Priorities 

The Department of Home Affairs invites applicants based on a set order of priority: 

Priority One: 

  • Global experts with prestigious “top of field” international awards 

Priority Two: 

  • Candidates nominated by a Commonwealth, State or Territory government agency 

Priority Three: 

  • High-achieving individuals in Tier One sectors: 
    • Critical Technologies 
    • Renewables and Low-Emission Technologies 
    • Health Industries 

Priority Four: 

  • Candidates in Tier Two sectors: 
    • Agri-food and AgTech 
    • Education 
    • Defence and Space 
    • Financial Services and FinTech 
    • Infrastructure and Transport 

What Makes a Strong NIV Candidate? 

To be successful, you’ll need to demonstrate exceptional and internationally recognised achievements through one or more of the following: 

  • Prestigious global awards or recognitions 
  • Significant academic or research contributions 
  • Intellectual property or patents 
  • Global leadership or keynote speaker roles 
  • Entrepreneurial or commercial success 
  • Creative or sporting accomplishments 

You’ll also need a nominator with national reputation, an Australian citizen, permanent resident, eligible NZ citizen, or recognised organisation who can vouch for your contribution and talent.

How to Apply for the National Innovation Visa 

  1. Prepare evidence of your international achievements and gather documentation that proves your impact in your field.
  2. Engage with a nominator and ensure they meet the eligibility requirements.
  3. Submit an Expression of Interest (EOI).
  4. If nominated by a state/territory government, include your nomination documentation with your EOI.
  5. Await your invitation to apply.

Note: Being nominated does not guarantee an invitation. The Department of Home Affairs will evaluate EOIs based on merit and priority sectors.
